But successfully relocating to the Principality requires looking beyond this first impression. Living in Andorra also means choosing a residence status suited to your circumstances, understanding which country you will actually be tax resident in, finding accommodation, integrating into a society where Catalan plays an important role, and accepting that long-term residence in the country does not automatically grant political rights. In other words, a successful relocation requires as much personal preparation as administrative planning.

Understanding Andorra's political system before moving there

Andorra has an institutional structure unlike any other country. The Constitution defines the country as an independent, democratic and social state whose political system is a parliamentary co-principality. Sovereignty belongs to the Andorran people.

The two Co-Princes are the President of the French Republic and the Bishop of Urgell. Together, they serve as the Head of State, while day-to-day political power is exercised through Andorra's democratic institutions, notably the Consell General, which is the Parliament, and the Govern d'Andorra.

For an expat, this institutional structure has one particularly practical consequence: you need to distinguish between living in the country and being an Andorran citizen. You can live, work, set up a business and build your life in Andorra for many years while remaining legally a foreign national.

Andorra is also not a member of the European Union. However, its relationship with the EU is close and evolving. On July 16, 2026, the Council of the European Union authorized the signing and provisional application of the association agreement concluded with Andorra and San Marino. This is an important step toward closer integration into the European internal market, but it should not be interpreted as meaning that Andorra has become an EU member. The rules governing residence, employment and taxation remain those of a sovereign state with its own legislation.

Obtaining residency in Andorra: start by choosing the right status

One of the most common mistakes is to talk about "Andorran residency" as though there were a single permit. In reality, the appropriate status depends on the project: being employed in Andorra, working as a self-employed person, setting up or managing a company, living in the country without carrying out gainful activity, or pursuing professional activities with an international dimension.

Active residency

For salaried employment and residence, the initial authorization allows you to live and work in Andorra for the duration of its validity. The applicant must notably fall within the applicable immigration quota, have an indefinite employment contract with a company legally established in Andorra, and establish their permanent and effective residence in the country. The first authorization is currently granted for one year before the renewals provided for under the regulations.

Residence and conditions for entrepreneurs or self-employed workers

The conditions are different for self-employed workers and entrepreneurs. In the case of a company established through foreign investment, the residence and work authorization for self-employed activity notably requires a stake of more than 34% in the company, a position within its management body, and the actual existence of a registered and active business in Andorra. In this configuration, it also requires a non-interest-bearing deposit of €50,000 with the Autoritat Financera Andorrana.

These conditions show why setting up a company and obtaining residency should not be viewed as interchangeable procedures. Establishing a business does not automatically mean that its director obtains the right to reside in Andorra.

Non-lucrative residency: beware of outdated information

For non-lucrative residency, the applicable framework provides for a permanent and effective investment of at least €600,000 in certain eligible categories of Andorran assets. This may include real estate located in Andorra, holdings in resident companies, certain financial instruments or deposits with the Autoritat Financera Andorrana.

The applicant must also undertake to establish their effective residence in Andorra for at least 90 days per calendar year, have appropriate insurance coverage and demonstrate sufficient income. The main applicant must demonstrate annual income exceeding 300% of the annual minimum wage in force, plus an additional amount for each dependent.

Documents to prepare for relocating to Andorra

The exact application varies depending on the authorization requested, but several supporting documents are commonly required: a valid identity document or passport, criminal record certificates, proof of accommodation, civil status documents, a curriculum vitae or qualification documents in certain cases, and a medical examination when required by the procedure.

Official documents issued by a foreign authority may need to be apostilled under the Hague Convention or duly legalized. This detail may seem secondary when starting your project from France, Belgium, Switzerland or another country, but it can considerably delay an application if discovered at the last minute. It is therefore more sensible to prepare your application based on the specific immigration authorization information provided on the Govern d'Andorra website.

Assistance from a lawyer, Gestoria or tax advisor can be useful when your situation involves a foreign company, multiple sources of income, investments, real estate assets or tax ties with several countries. The goal is not to blindly outsource your relocation, but to understand precisely which obligations arise from your personal circumstances.

Taxation in Andorra: attractive, but more complex than a 10% rate

Taxation is often the first reason mentioned when discussing relocation to Andorra. However, it is misleading to reduce the system to the statement "you pay 10% tax."

For personal income tax, known as IRPF, the general rate is 10%. However, the system includes thresholds and deductions. For the general tax base, net income below €24,000 benefits in particular from the tax-free allowance provided by law, while income between €24,000 and €40,000 may result in an effective rate of 5% through the applicable tax credit mechanism. Above this level, the general rate is 10%, subject of course to the precise calculation of the taxable base and the taxpayer's individual circumstances.

The general indirect tax, or IGI, is the functional equivalent of VAT. Its standard rate is currently 4.5%, but rates of 0%, 1%, 2.5% and 9.5% also apply depending on the goods, transactions and services concerned.

Andorra's tax system is undoubtedly competitive in many situations, but this does not mean that there are no filing requirements or checks.

Integrating into Andorra: Catalan really makes a difference

Moving to Andorra is not simply a matter of obtaining a permit, signing a lease and opening a bank account. Integration also takes place through everyday interactions.

Catalan is the country's official language. In practice, Spanish, French, Portuguese and other languages are also part of the linguistic landscape of this particularly international country. This allows many newcomers to manage their daily lives relatively quickly, but it does not make Catalan unnecessary.

Making the effort to learn it often changes the way you experience your relocation. It makes it easier to understand institutions, official communications and local culture, while also allowing you to move beyond an exclusively expat circle. In addition, the Principality requires a minimum level of Catalan when renewing residence permits. The Govern d'Andorra offers free courses for people over the age of 16, as well as various learning centers and resources.

You can perfectly well begin your life in Andorra without speaking fluent Catalan. However, assuming that Spanish or French will always be sufficient means voluntarily remaining at a distance from part of the society in which you intend to settle.

A much more international society than you might expect

One of the most distinctive aspects of life in Andorra is the demographic weight of immigration. According to recent data reported by its government, around 54.7% of the resident population is reportedly of foreign nationality. An article in the Andorran daily Diari d'Andorra states that the Principality had gained 1,781 residents and reached a population of 89,752 in June 2026.

Spaniards are the largest foreign group, followed by Portuguese and French nationals, along with many other nationalities. Statistics notably show growth in the Colombian and Peruvian communities, illustrating the continuing evolution of the population's composition.

This diversity profoundly changes the experience of living abroad. In many professional, educational and commercial environments, working with people from several nationalities is entirely normal.

This makes initial contacts easier, but it also creates a paradox: it is possible to live for a long time in an environment made up primarily of other expats without truly becoming part of Andorran social life. For those looking to settle permanently, local activities, community organizations, sports and learning Catalan are generally better ways to integrate than exclusively seeking groups corresponding to one's nationality of origin.

Participating in political life as an expat

The significant demographic weight of foreign residents does not automatically give them voting rights. Andorran electoral legislation reserves the right to vote for Andorran citizens registered on the electoral rolls in accordance with the conditions established by law. A foreign national holding residency, even for many years, does not become a voter simply because of the length of their stay.

This does not mean, of course, that a foreign resident cannot have a place in society. Involvement in associations, cultural life, sports activities, entrepreneurship or local initiatives provides other ways of contributing to the community. To gain the political rights associated with citizenship, however, you must meet the requirements for acquiring Andorran nationality.

Becoming Andorran: a long-term process

Obtaining citizenship is significantly more demanding than obtaining a residence permit.

In the general case of naturalization, the Government states that a foreign national may apply for citizenship after proving 20 years of primary and permanent residence in Andorra. These years may now be interrupted or uninterrupted, provided that the applicant has maintained their primary and effective residence in the country for the five years preceding the application and can demonstrate integration. Other routes exist, notably for people who completed a significant portion of their education in the country or in certain family circumstances.

Andorran law also imposes conditions concerning other nationalities held. The length of residence is only one component of the process, and each situation should be checked against the rules in force at the time of application.

For most expats arriving as adults, therefore, the immediate issue is not citizenship but building a stable residence that is consistent with their plans and lifestyle.

Housing and cost of living: what to factor into your plans

A lower tax rate does not necessarily compensate for unsuitable housing, a complicated daily commute or an underestimated level of expenses. Before making a commitment, it is preferable to compare your budget with the rental properties that are actually available.

The country's geography also plays a much more important role than its size might suggest. Living in Andorra la Vella, Escaldes-Engordany, La Massana, Encamp, Canillo or Sant Julià de Lòria does not result in exactly the same day-to-day experience. The proximity of your workplace, school, shops or main roads should therefore be considered before signing a lease.

This is one of the most practical aspects of a successful relocation: before trying to optimize your move on paper, you need to make sure that you will actually enjoy the place where you are going to live.

Working in Andorra: a small labor market

Andorra has a labor market that is proportional to its population. This does not mean that it is closed: statistics for the first quarter of 2026 reported approximately 53,853 employed people aged 15 to 64 and an estimated unemployment rate of 1.4% of the active population at the time of the survey.

However, a market with fewer than 90,000 residents cannot offer the same depth as a major French or Spanish metropolitan area. The number of companies looking for a highly specialized profile can quickly be limited.

For employees, it is therefore preferable to assess the opportunities that genuinely correspond to their profession before moving. For entrepreneurs, the question is different: they need to determine whether their business depends on the local market or whether it can serve an international clientele while complying with the rules associated with their chosen status.

Attractive taxation, a mountainous environment, proximity to France and Spain, and an international dimension: Andorra offers many compelling reasons for those considering moving abroad.
